I know many people on here share the sentiment that most modern cartoons on TV (Regular Show, Titans Go!, Uncle Grandpa, etc, etc) suck, for the pretty objective reasons that they lack plot development, interesting characters, or even a good moral framework. Some of them are good, like Adventure Time or Gumball, but they are few and far between.

What happened to animation? Is it purely the toy sales decline, lack of interest, or did the good creators all die?

It's not like that Batman TAS was the norm. Even for its time TAS was pretty amazing and unique. After Batman, Superman TAS, Justice League, were by the same authors, so it is normal that they maintain the same quality.

Besides Batman, it was not that the level was high everywhere.

Western cartoons aren't as profitable as it was 20 years ago. It's hard to incentive western cartoons nowadays because everything else is overshadowed by new media.
As time passes, we find new ways to get entertainment and old media starts to lose its attention. We're in a weird transition where old media is trying to expand with new media. You see this with channels like CN by having playable apps that can interactive with shows like magi magic sword or funding games to expand an IP like OK GO.
It's really a matter of time where companies find a way to make good shows with better service. Netflix seems to be heading in the right direction by via direct streaming and producing great cartoons on it.

There is some proof of this in the outsourcing of animation labor and how tight-knit the animation community has become. Its less about race and more about personality: Studios started giving showrunners more "artistic freedom" and so they only hire people that they know, know of, or went to school with. Hiring procedures should be the one place that corporate should have input, and having a showrunner also be the team manager is just giving too many hats and too much opportunity for nepotism to people who don't know how to manage a workforce efficiently.

Case in point, OK Go was created by Rebecca Surgar's husband, who also co-producer of Steven Universe. And RC got her start on Adventure Time, as did a lot of other people who eventually got their own shows. CN has gotten particularly incestuous and it's probably why so many of the shows are objectively ugly and have somewhat samey humor.

it used to be that corporate would scout talent or talent would come recommended by other artists, then there would be a lengthy process of testing artists on different projects, shifting talent in and out of a group etc.

Now you have closed groups who shift talent from one project to another, then back again, then giving the most popular/prominent of those a show to run, who brings in people they've worked with or went to school with etc etc etc.

it's a closed system without enough oversight for stagnation from an impartial group I:E a manager.

99% of all characters in any form of media are flat, one-note garbage. But in most cases, it doesn't matter, because - GASP! A revelation! - they're not meant to be dynamic. Rugrats is garbage. Mike, Lou, and Og is garbage. Foster's Home for Imaginary Friends is motion-tween garbage. Your favorite cartoons are just as terrible as the new ones. This anon is an ignorant, idiot sack of shit without even the slightest ability to comprehend let alone discuss this issue, but he accidentally has brought up the main problem with Western animation.

This idea that "animation = children" is so deeply ingrained in the US that it's virtually impossible to produce anything else. It's almost a mindless reflex, no matter what the animation actually is.

Other places like France or Japan can take animation more seriously, and as a result they can produce more serious animated works. Note that I wrote CAN, that doesn't mean everything coming from these places is serious, quality work, just that at least the potential exists for that elsewhere. In the US the idea of non-children's animation is almost totally alien.

It's how you get worthless attitudes like the shit anon's above.

It's similar to what happened to comics in the US. Due the crackdown in the 50s, comics become synonymous with children in the US and the American comics industry has been crippled ever since.
