It's a hard pick for me, I grew up watching shows from both. Objectively I would say 00's. It's a tough call but a couple shows like Avatar and Teen Titans break it for me.

Both have great shows but I prefer cels to digital, so 90s overall.Also the noughties had more truly fucking garbage cartoons, so it's the worse decade in that regard too.

Digital inking > all other animation, though. Traditional cels have nasty imperfections that seriously impact watching stuff in HD.
