Pretty much this. So much nothing happened in that movie and it had a very small cast and little diversity in scenery. It's like if you took the worst parts of Wind Waker and made THAT into a movie.
Zootopia isn't without its flaws but it introduced a ton of characters, built an entire world and showed off an immense variety of scenes while also having the two main characters go through a lot of internal and external conflict.

The point of the movie was that Moana had to choose between where she belongs and is needed (the island) and where she wants to be (the sea). The movie is more about her gradually coming to realize that it's a false dichotomy, that she can be a goof chieftain's daughter and lead her people without having to give up the sea.

The race allegory for Zootopia was ridiculous, even if every single species is on the same mental level relatively, there are still a ludicrous number of significant physical differences between the species. Honestly, I do feel a bit contrarian for saying Kubo should have won, but at the very least I think ti's safe to say the oscar committee's reason for giving Zootopia the oscar (the "relevancy" of the film) was ridiculous. A film being "relevant" now doesn't dictate its quality, and while I think Kubo and Moana's stories were a bit weak, their messages are far more universal (Kubo's being the universal appeal of storytelling and remembrance, and Moana's being just general determination).

Maus was less allegory and more using the animal motifs as a metaphor. An allegory would have been if was cats committing a genocide on mice and such. Maus is just Art and Vladek's lives with masks (which is how book two opens).

Allegories are metaphors that are extended over an entire work, to have a hidden meaning. While on the surface the animal metaphor in Maus is just a stylistic choice, Art also intended it as an allegory for the perceiving of racial groups and divides.

But it's been sufficiently proven year after year the Oscar Committee doesn't really care about animation, almost every single voter will say either "I didn't see them all but [insert disney/pixar movie] was great!" or "I watched them all with my kids, and they loved [insert disney/pixar movie] the most!"
