Honestly, Aang looked like he was half white sometimes, especially when his hair grew back. Azula could definitely pass for white, mostly when she has makeup on. I think one of the audience members in TLOK looked white because he was based off a crew member.

Funny enough there were a handful of black charaters but they were very minor except for Piandao. Some of the minor/background characters in the Water Tribe also looked a little black, like Tarrlok and Amon's mother. Sometimes Katara sort of looked black, mostly in the last season. The one old man who gave Aang advice and basically told him he had to let go of his romantic feelings for Katara looked Indian.

Research "stateless design" which is the concept most Japanese character designers use.

Essentially, the Japanese don't have a fucking boner for race in the same way western countries do. A character is japanese because they say they are. A character can be human even though they have moving cat ears, a tail, and blow fireballs out of their nipples. They just don't give a shit. It's all fantasy and they know it.

Their style of abstraction is based on old old old Disney shit, and has become such an incestuous amalgamation of design features that it's kind of far removed from anything human, let alone anything you could accurately link to any "race".

This is, however when it comes to most mainstream stuff. You still get works where characters are stated as white or western and very much look it. You also get characters that look so Japanese you couldn't mistake them for anything else.

But in general, they just don't fucking care. They care more about giving girls blue technicolor hair to make them stand out than what their lineage is.
