I remember it was about an older dragon teaching a younger dragon stuff about being dragons like, they use gold to clean their scales and eat brimstone so they can breathe fire and shit.

It's one of those Rankin/Bass films animated by Topcraft like The Last Unicorn and The Hobbit.
Funfact: Many of the people at Topcraft went on to found Studio Ghibli.
