I really like this idea.

I've always had this idea for a Lobo design where he basically just wears a uniform from when he was imprisoned on some space station underneath a leather jacket he snatched off some biker when he first arrived on Earth. Just this combination of human and alien clothing that he's acquired throughout his journey.

I mean it really just depends on what the redesign is going for. It doesn't even need to be recognizable, as long as it highlights an aesthetic feature for that character. One of my favorite redesigns is pic related and that's just because it showcases more of a soldier design for Cap which I think isn't brought up as often.

At the same time though you could simply be slimming down and simplifying a costume or bulking up one. It can all work within the context of a larger world.

I would say the most important thing is to actually have a goal with the redesign. Don't just redesign something for the redesigns sake.
It doesn't matter if you want to make a costume for a different setting, try to modernize it, or reimagine the character, as long as you actually have a goal when you start, and that goal is visible in the final design.

I don't know if pic related was 'exactly' what I had in mind, but basically I'd love to see The Riddler redesigned as some extremely tacky carnie shyster, instead of eternally being stuck in a copy+paste of Joker's default outfit with an inverted color scheme, and sometimes with a few question marks sprinkled on. He's always struck me as a villain who'd unironically pass his pajamas off as a "costume" in public, and wouldn't tone himself down with anything less obnoxiously eye-catching unless writers would let him reform back into his "Detective Nigma" phase again.

I don't know, they just seems a little redundant to me (especially considering how Riddler and Joker's gimmicks used to be vaguely similar enough to warrant debates amidst fans), and it never really emphasized any unique facets of Eddie's personality anyways. His suits have always just been the solution to "well the question mark onesie are too silly, so we can't use them", and that's it.

Maintaining a good balance between new ideas and the character you're using as a base. It's not so much remaining faithful to the character, but asking yourself "Why is this a good fit for Character X? What idea does this bring to the table that can't be done with a completely new OC?"

Also, getting into the character's head. Why would character X wear this? I see way too many people dump cosmic and street level characters alike in jeans and hoodies simply because that's all the artist is familiar with. Really get outside yourself a think about how the character would go about putting a costume together.

The most important aspect of all character design is the idea behind it and how it relates/conveys the character that has to wear it. The purpose of a redesign is often to tweak an existing character so he can fit better into a different story.
Take the important elements of a character design and think about how each of them applies to whatever feature of the character you want to emphasize.
The most important elements of character design are Function (how the design incorporates the character into the medium), Style (how the character presents himself artistically into the setting), Personality (how the design complements or creates the character's personality) and Costume (how the design supports the range of motion for the character and enhance any physical traits). These are the essentials. There are numerous other elements like color, symmetry, silhouette, universality, proportion, but these are the most important ones.

Allow me to illustrate my point by looking at Tim Burton's Penguin.
The Penguin's design has has unique visual elements related to the character's personality. It's fairly easy to draw and depict in any format as an iconic costume (function). It gives the character a style and aesthetic of his own (style). It compliments his personality as a devious and refined criminal (personality) and it supports his range of motion and enhances his poor posture, height, large stomach and nose (costume).
When Tim Burton redesigned The Penguin to fit in with the movie, the character went through dramatic changes as part of a redesign
Burton Penguin's design is more elaborate, but still follows patterns that make it recognizable (function), it gives The Penguin a newfound style as a German Expressionist monster that compliments the tone of the movie (style), the addition of monstrous physical features as well as a one-sie reflect him as a twisted demonic manchild (personality) and it enhances his physical features and deformities (costume).
