Of course that's literally true in the case of government and political administration, but there's an old tradition that it also happens in the case of the actual fertility and gentleness of the landscape, the plants, and the animals. It happens a lot in Shakespeare, too, which of course is part of why it shows up in The Lion King.

Drought wasn't his fault. Overhunting was, hence the herds moving away meaning certain plants won't have their seeds pooped out and fertilized. Heyenas breeding out of control, no diplomatic relations with other animals, low morale among his followers -all this stuff was his fault.

Not to mention he made no effort to reinstate a Lion Guard who might have helped him. No doubt Scar was still bitter about losing his own powers.
