Since some of you seem to be actual fucking retards and can't hold a thought for more than 5 seconds, it's clear that the Rose Quartz class was ordered by Pink Diamond specifically to nurture organic life, explaining why Rose looks the most organic of any gem caste. Pink Diamond had rule over only one planet for whatever reason, and clearly she wanted it to last. Eventually our Rose Quartz goes off the deep end because even space rock holograms still have emotions and was willing to put the lives of organics over her own people.
Whether resurrecting the dead is just an untapped ability or on innate feature is unknown. For all we know, Earth could have been littered with rose quartz. we haven't seen anything pre-resistance. Presumably, all those bubbled rose quartz were the original caretakers of the zoo.
Reviving the dead isn't the matter we should be questioning.

I'm sure topaz could summon a shield if she trained hard enough, and peridot could fuse if she tried it enough times. I keep telling everybody, this is a borrowed power from Pink Diamond. Rose only had her shield and base gem abilities. Steven by default has them because he inherited them which is why Ruby spoke of Rose having this ability as something of a legend because it is not an ability any normal gem would have. Pink Diamond probably passed them to Rose before she was shattered because she was either playing a dangerous game or Rose found her after she was partly shattered.

Because Gems are magic and sometimes they have OP powers? In this case, I feel her class was intentionally designed to just heal minor injuries in both humans and Gems, but she furthered her ability after becoming free-thinking like Peridot discovered her metal powers

Gem powers are tied to emotions. Peridots, for example, have a job where they never develop enough of a self-understanding to activate their metal powers, so homeworld doesn't even know they have that power. The Rose Quartz soldiers were probably a similar deal. Steven's mom is the only one cared deeply enough about anything to actually trigger the healing tears.
