Conversely, that depiction of japs comes from a time when the japanese were allied with the germans, and were incredibly strong militarily. That is where the distinction exists. If racism is a tool of oppression, then the japanese weren't truly being oppressed because they had a level of agency and power that fucking wrecked millions of lives with their actions.

If you internally say "leave that guy alone, they can't defend themselves," then it's probably a racist depiction. You can't really say that about wartime japan, though.

You can't make a general statement like that. Serial cartoons aren't meant to be the animator's best works, hell they don't even animate it 95% of the time. You shouldn't look to television as the art.You yourself have the ability to download technology masters of the 1930s would dream to have, and there are people taking advantage of it, they just might not be very popular or easy to find, but it is in no way dead.
