Well, the guys you posted are best when they end up "heroes from another point of view". The conflict comes from political/moral differences with the heroes, which, when resolved, lead to the "villain" teaming up with them. That's how Mags ended up on X-Men, how Doom decided to become Iron Man, and in DC, how Lex joined the Super Family.

But, other than the Green Goblin, I can't think of more selfish, personal, yet still major villain to the hero like Zoom or Black Manta. Yes, their pettiness is a meme nowadays, but Zoom fascinates me because of his whole aspect of "What would a real, flawed and selfish person would do after getting the limitless superspeed powers?" His actions are 100% villainous and always turned in a way so as to torment the hero, and yet, terrifyingly, they can be completely understandable, if not relatable.

They have to one-up the Marvel heroes, who for the most part are pretty villainous themselves too, so they need to be at the top of their game.
