At first, to give Finn his happy ending in case the show didn't continue. It did a decent, albeit boring job of that.

Then later, to demonstrate why their relationship would never work out. PB is only interested in Finn when they're at the same maturity level and she is a child, any other situation and there's nothing there. Set the stage for the next several seasons where Finn gets over her, moves on, and suffers other romantic hardships.

It wasn't a cliffhanger, it was a happy ending. If no more episodes came after then that ending would imply her and Finn lived together happily ever after as hero and princess.
And if you're talking about the Lich snail that was just a stinger, the question mark part of the "The End(?)" equation, not an actual cliffhanger.

Loligum was nicer and less stuck-up than PB, it would've been a better change for the character.
