Toon Force. This isn't even a debate. Toon Force can do everything that Speed Force can do and more.

Toon force is more powerful, but almost entirely defensive. Only two people have ever been know to use it offensively.

toon force is just a cartoon's way of saying rule of funny. speed force is an aspect of rule of cool. humans naturally prefer being funny over being cool. Only things more powerful than toonforce is video game logic (rule of fun)

Consider a slasher movie taking place in a nursing home. Will the killer still have the Slasher Teleport ability if the old folks are too jaded to give a shit about the man in a mask? They'll be killed, sure, but the slasher may not be able to call upon his abilities otherwise.
