I think Damian is trying to prove that Terry is not prepared to be Batman, not because he's soft, but because he's too naive.

Or at least, that was my impression.
I also have the impression that he's trying to control the league in a softer, more meaningful way, too. Maybe he realized what Ra's endgame was, in the end, and quit it, but not entirely. And now he's the leader, after counter smarting him. Probably thinks Bruces crusade is too small, too, located mostly only in Gotham. It just gave me that vibe with the flashback and the dialogue. Besides, he's Damian: I doubt he's stopping thinking he could rule the world perfectly and in the best way, whatever that way would be.
