The first three panels of the second row are from the Silver Age Flash comics.

There's a bit of an inconsistency in Silver/Bronze Age comics regarding whether he painted the uniform himself or it happened during the experiment, though that is probably editorial fuckup and writers not reading his first appearance. It's like the editors did no work at that time at all - a long run of the Bronze Age Flash up to The Trial of the Flash has everybody, including Eobard himself, calling him "Professor Adrian Zoom", and then in The Trial it turns into "Edward Tawnye" when Barry goes to the future.

But, yes, it's always about Zoom being THE REVERSE OF BARRY IN EVERYTHING

The way it happens in Johns's is different from both.

Silver Age had Eobard as already a grown-up criminal stealing the uniform and making it yellow.

Waid had him use the red uniform (and Barry's face) to go to the past before returning to the future and resuming with Silver Age's "asshole thief who admires Flash's powers, but somehow hates Flash for barely any reason" because of trauma he experienced when Wally kicked him out of the past.
