Japan opened up its borders for good during the late 19th century, before that it had only opened to the world for short periods of time eventually going back to an isolationist state. During this time Japanese art started floating around the global art trade and eventually helped influence some avant-garde movements in France, that made sure that the image of Japan would remain somewhat relevant, the French just really loved Japanese woodcuts so when manga and anime became a thing the French were already primed to accept it and love it and they did and that is how the French love Japan.
