Because it was punchy, funny, had strong grounding in characters (So much so you could identify the character just from the quote, even if you didn't know the character), and was often the result of or the reaction to a creative situation that pushed the cartoony aspects of the show without breaking the logic of the world.

Right. To opine a bit, I think the worst thing a piece of media can be is dull. At least the spectacularly bad can be entertaining, even if it's for all the wrong reasons. Even the painfully bad stuff still evokes SOME emotion. Story times of Pain are an excellent example of this. This is the biggest problem I have with a lot of current Marvel comics. A lot of them are just dull. Neither entertaining for their quality nor entertaining for their abundant stupidity. I may hate a series like America but that hasn't stopped me from tuning in every time a new issue gets story timed just to keep watching the trainwreck. I can't say I feel the same about Miles or Captain Marvel.
To get back to Spongebob, we remember the first 3 seasons so vividly because they're just that good. Certain episodes and scenes in the later seasons are remembered for exactly the opposite reason; they're so bad it leaves the viewer wondering what went so wrong.

Easy spongebob told a lot of jokes per episode. This is something I feel modern cartoons often lacked. Some of my favorite episodes of Gravity Falls had a lot of jokes per episode. The next important thing is to make those jokes consistently funny, which Spongebob does very well. Not every joke is a gut buster, but when the big jokes come you've already been warmed up. Spongebob had timing and build up perfected with surreal and mature humor.
