America would have taken more time and resources to make the average citizen follow him. Contrast that with the Germany of the time, which had just gone through the disastrous Weimar Republic and had practically worthless currency to the point where you needed a wheelbarrow to carry the cash to buy bread. In that environment...well, not ANYONE could have done what Hitler did, but if one were to emulate his strategy and charisma...the German people would have followed just to have a chance at a decent life.

There was no better place to try to install yourself as supreme dictator to conquer the world. German society was fundamentally unstable and ripe for revolution, and unlike other unstable shitholes it could actually do something.

* The Empire had collapsed and been replaced by a farce of a Government in a society that had no practical democratic tradition.

* Communists had tried to launch a violent revolution to overthrow society in the aftermath of WW1 with the Spartacists revolt (leading to the veteran Freikorps reactionary militias to put them down). Families had lost everything: in war, in an unfair "treaty" imposed on them for a war everyone was responsible for, and in economic instabilities that hammered already despondent people thanks to the depredations of a cruel financial system and a number of converging systemic problems and short-sighted decisions across the world.

* On the other side of their own border there had been continuous chaos; the Polish-Soviet war had raged, and Bolsheviks continued to sponsor violent revolution and war abroad. Even the former territories of the Empire had engaged in various petty squabbles over boundaries and territory.

* Germans who had lived their entire lives in the Empire suddenly found themselves displaced in foreign countries with neighbors who grew distant and cold as they became obsessed with their own ethnic nationalism.

People were scared shitless and directionless. Meanwhile Germany's industrial base and infrastructure was largely left intact after the war. Whoever succeeded in revolution essentially won a strong industrial base, a literate population, a central position in Europe, and a remarkable martial tradition with obedience to hierarchy. Everyone else is either too hard/ complicated to overthrow, or too remote/ weak to matter.

Hitler didn't really take absolute power in the country until Hindeburg died in like 1932 or so, but he did it by appealing to the German national spirit. After the bullshit that was the Treaty of Versailles and the November Criminals with the incompetence of the Weimar Republic on top of that, the people wanted a strong ruler. Hitler just happened to have the charisma to win over the common folk and the military experience and honors to sway the army into supporting him.

Also what does the Smith and and NFA have to do with a hostile takeover? I mean first of all if Vandal Savage wanted to take America, a law against revolutions is...well,a bit of an oxymoron isn't it? Kind of pointless, really, considering the very nature of the act of revolution. The elections of 1932, which started the ball rolling on the Nazis taking power, only saw them win a plurality, 37 and 33 percent respectively. He was able to gain power by allying with Papen to become appointed Chancellor by Hindenburg and pushing through the Reichstag Fire Decree and Enabling Acts under the authority of Hindenburg. The Nazis were actually a minor party during the 20s due to improving economic conditions.

I would like to note the Soviets were also hilariously bad at sponsoring communist revolutions before WW2. They partially fucked up the Republican side of the Spanish Civil War by attacking fellow leftists for not being Bolsheviks, and in general provided bad leadership to foreign communists. They tried to start worldwide revolutions, but were kinda bad at it till WW2 left everyone else ripe for foreign interference.
