Doesn't feel like it. I haven't seen Season 2 in awhile, the downsides of the binge releases, but it didn't really feel like Keith had shown much leadership potential despite Shiro shilling him once or twice. Most of his character development was heavily focused on personal matters, rather than any ability to command others.
