Taken seriously in-universe, as Monarch became more and more competent and frightening and far less a joke villain. People note the absurdity of a monarch butterfly gimmick, but it gradually morphs into a "royal despot versus the one standing up for the little guy/the people" theme. Monarch makes no bones on his supervillainy and goals to terrorize, but legitimately respects Superman as a worthy opponent and would help him out if it actually came to Superman coming to ask.
