Saitama isn't on some sort of power level, nor is there rationality behind his power, his punch is literally a plot device. His story is more about the unintentional impact his power has on the characters and world around him and how it develops in response to his power. No one can "beat" him because that's not the purpose of his power, it's purpose is to break egos and give reality checks to others on what being a hero really means, also why the fuck am I typing this on a cartoon board.

the unstoppable force meets an unstoppable force concept wouldn't apply here as Saitama's own character rules could counteract it, assuming they had a reason to fight each other they would probably end up never landing any punches resulting in them getting bored and leaving. This is the most likely scenario as Saitama's character rules really only apply in One's universe, if it cant happen it's avoided, that's why saitama never takes a knife or sword to the skin, it's unknown if he can be cut because a sharp object has simply never landed, the same rules would apply to him facing a punch from another onepunchman, its kinda an asspull but again his power is not meant to be set on a scale and should not be measured, even against himself.

Saitama's joke has gone on long enough that it would officially be funnier if the mask showed up, took him at his full strength, and didn't get a scratch. He'd just stand there and wipe a bit of rubble off of his zoot suit.

Its like asking if a fictional character could actually defeat an all powerful, all knowing God, there is obviously no, so long as that character exists within the rules of their world they can't be defeated since being undefeated is literally a rule of their world

That's one thing they touched upon in the last chapter during the talk with King:
Saitama achieved everything he wanted out of life. He became the invincible hero who can defeat anyone and anything with one punch. So where does he go now? He can neither grow nor find any kind of challenge to keep his life interesting, so he fell into apathy, and upon seeing how ineffective he truly is during the Monster Union attack even starts questioning what even is the purpose of being a hero.
Luckily King is there to remind Saitama that while he achieved the pinnacle of power, he still didn't achieved the pinnacle of being a hero, so while he doesn't have anywhere to grow in power, he still can grow in character.
