The planets that welcome Galra rule will remain part of the Galra commonwealth, those that wish for independence will have it. This is fine, since the big secret reason the Galra Empire was formed was to combat the aforementioned big threat which now no longer exists. Lotor, for his part, was always less interested in governing than conquering, and he's found other things to keep him entertained.

Allura marries Lotor to unite the Galra with the Galactic Alliance. The marriage is political but not unhappy. The rest of the universe celebrates the occasion by having sex with Keith. Nasty, nasty sex.

It's budget. budget combined with typical trappings of space opera/sci-fi of this nature. Star Wars, in the old extended universe, got the same treatment when the KOTOR games came along. I like the KOTOR games, they're really good. But before them, the Star Wars universe set thousands of years before ANH had this older, weird look to it. Ships looked weird as fuck and primitive. Worlds too. Lightsabers had to be hooked into power packs.

Then in KOTOR, it had the OT/PT aesthetic, even complete with multi-leveled city-planets like Coruscant. I guess you could handwave it in universe as technology hitting so many advancements, that the tech stagnates as a whole. But it just becomes really glaring when 10,000 years have passed, and shit looked the same.
