Because Liefeld has not one creative bone in his body and literally all of his creations are ripoffs of better characters.

He just got really fucking lucky that, first of all, he loves edgy shit which made him blow up during the grim'n'gritty 90s. And second, far more talented artists/writers got a hold of some of his characters later on (Cable, Deadpool, Supreme, Glory, etc.) and made them into something better than Liefeld will ever be capable of.
