Helmut just likes Steve after Steve showed him genuine love.
The new Kraken seems to also be loyal to the Hydra cause or he at least is pretending pretty well.
Hive is just muscle and will follow the strongest Hydra person.

Spencer confirmed he was genuine about it. Helmut even told Bucky (who was about to die anyway) that he didn't care if Steve was in the wrong because Steve believed it and Helmut chose to make it real.
So the way Spencer is writing it is genuine loyalty.
IMO Helmut always had a weird obsession and admiration for Steve so I can see him allying with Cap, but yeah I think Helmut would want to be the one in power and have Steve be his number 2.
