Because (at least according to Craig McCracken) executives believe serialized shows aren't profitable because people won't want to watch stand alone episodes, even though that's demonstrably bullshit.

The vats majority of cartoons of every broadcaster are episodic because they are marketed towards children, who for the most part don't have the attention span or the desire to follow one continous storyline through dozens of episodes
In addition to the other anons who said kids can't/don't care to follow a complex story, episodic shows are also easier to use for reruns, which broadcasters fucking love.
Most western cartoons until only just recently were episodic. Sure there are a few classic ones that were linear, but the key word is few. If there was an overarching story, chances are they would have an introduction episode or two, but after that any episode could be played in any order still.
It's likely that due to current animators getting a fair bit of anime influence there's now more creators who want to create a sequential series. But they'll still be at constant odds with the suits at the top who want to keep things the way they like.

This. Network dependence on reruns can't be understated, especially in the era before online streaming. People harp on CN being 70% TTG these days, but the saturation of reruns is nothing new. Cartoon channels have spent 30 years spamming the same shit over and over, and an episodic setup gives them the freedom to work within that format.
If you need something to play at 3:30pm, would you rather show something your viewers can hop right into or Chapter 32 of a long running serial that's useless without Chapters 1-31
