You have two options when it comes to beating someone wearing the mask:

1. Convince the wearer to take it off. This is how Batman beat the Joker when he was wearing the mask.
2. Be the complete antithesis of what the mask is, i.e. be the straight man to the mask's comedy. The main series has a recurring character (I don't remember his name) who avoids being obliterated by the mask because of this principle.

How does the mask fair vs. magic? It's a magical artifact itself, so it goes to reason that it should be destroyable via magic (especially the og voodoo one). The movieverse mask, despite having worse feats, is presumably going to be harder to destroy, being a god's artifact and all. Can't see anything short of a god or reality warper beating that.

The one guy I could think of that could legit beat him is Droopy, or the King of All Cosmos. Although the latter would not per se want to beat him, he'd marvel at the uncanny experience of having been beaten by The Mask, and then return normal the next time you look at him. But, you could probably use a Katamari to roll up the Mask and that would be that.

Some others who could put up a fair fight would be Screwball Squirrel, Bugs Bunny, The Tick, Freakazoid, Mxyzptlk, Bat-mite, maybe Majin Buu.

Popeye with spinach would put up a hell of an impressive effort but with exactly zero effect.

Most marvel/dc characters would get straight up eaten alive, short of people like Living Tribunal or Anti-monitor. People like Lobo, Superman, Darkseid, etc. could put up a longer fight than most, but they really couldn't beat him, just fight him.

Some of the people who are expert in psychology could potentially get him to remove the Mask. Batman did it once, Lobo used a guilt-grenade to do it. Given how much editorial wanks to her nowadays, Harley Quinn could maybe do it.

The thing is, it also depends WHO is wearing the Mask. If it is a small-time crook, then you got a city that is fucked, because he'd not have the imagination to do more. But if it is someone else like Lobo or Thanos or Annihilus, then we got the entire Milky Way galaxy going up in a huge fart explosion and they'd only stop when they realize they are not in control anymore.

Here's the thing about Toonforce: it has rules. The first rule is the most widely accepted but also the easiest to write around and that's "Toonforce only works when it's funny." But that's such a subjective thing that it gets written around all the time and basically isn't worth mentioning if you have to fight a toon. The second rule of toonforce is that it's exactly what it sounds like. It's a force. It acts upon you, you don't control it. Toonforce "users" are merely manipulating toonforce. What this means is that if you play by a Toon's "rules", you can use their toonforce against them. For example, the climax of WFRR where Eddie "kills" the weasel goons by making them laugh themselves to death.

Another thing to point out is that toonforce isn't a binary "dead/not dead" deal, and two beings with toonforce couldn't necessarily kill each other. After all, in slapstick cartoons death is rarely (if ever) touched upon as a serious matter, the most you'll ever see of death in a cartoon is a recently-deceased character leaving their body as a spirit. Because of this, the best that one toonforce user can do to another is severely incapacitate them, but outright death is something that is off the table, simply because toons don't die.

He's an anachronistic character by design. I'm curious to see if Gadget could do something. He's bumbled his way to numerous victories (even if Penny is one of the key factors) when he should have perished.
