All these marvel comics that have this type of flat looking art they all lack tension or impact or anything that makes you care for something. I'd say 43k isn't a bad debut for a c-list character whose only exposure has been through secondary titles. But you're right a 45% drop between #1 and #2 is pretty normal, but adding a 33% drop between #2 and #3 is only sustainable when you debut at twice the numbers this pulled.
