I actually really like the plot direction here. I know everyone is going to be caught up in the art, but this really expands on Atlantis as a nation and culture. We've had so many repeats of WAR WITH THE USA that I think its been every other arc since New52. This issue had so much world building that I liked.

I hope they take this on. One thing I always felt was a problem with the repeated War with the Surface arcs was that Arthur never really looked out for Atlantis, and Atlantis always jobbed to the US/surface. I can see why people would be pissed at Arthur. He's a shit king. Hopefully this arc will have him embrace Atlantis over the Surface world and act a s a proper Leader to his people. If he did so, half the wars would be averted because most of them are caused by him never acting upon the transgressions by the surface. Maybe because I'm a diplomat, I'd like to see more about Atlantis as a sovereign state, and how that would interact with the world.

Nah he's a poor king. He's a good man, but that doesn't make a good king.
Arthur's always approached the situation from the wrong direction. When there is conflict between two states - even and especially between friendly states - you work towards a compromise. Arthur has historically looked at how Atlantis can compromise to meet the needs/desires of the surface world, where a good king would have worked to see where the surface world could compromise with Atlantis. He's the head of state but retains permanent residence on the surface within the boarders of a nation he has frequently gone to war with. He's a weak king because he's a poor king. He tries to have both the life of Arthur Curry, living on the surface and small town American hero, and King of Atlantis simultaneously. That's just strait up a recipe for disloyalty within Atlantis.

I do appreciated that a lot of the characters internal conflict and development comes him that issue, the duality between Hero and King, but I'd love to see more King and less hero.

To criticize the art: I don't really like the bubble effect. Just feels kind of like a lazy way of filling space as is, would have liked for it to mostly emphasize movement.

Issue was good though, just a nitpick since that's why we're here.

I think it would be unique, but closer to the EU/Russia. The fascinating thing about Atlantis is that it's possibly more powerful the the US. That simply hasn't been a state of existence for ~100 years. The US would have to be very careful because Atlantis has the capability to strike the mainland, particularly the coastal areas. Even if it was just an economic tensions, lets say the Atlanteans use their hydro tech to draw the ocean back from the coast. Ports with low draft are shut down, all shipping in and out of the US is cut off. The economic repercussions would be vast. Or the Atlanteans cut the Submarine communications cables between the US and the world. Thats not to mention the effects a Tsunami would have on the coastal areas, which could probably knock the US out in a single strike.

But even if the US could fight back/maintain a Nuclear deterrent, then its still in the US's interest to maintain peaceful and non antagonistic relations with Atlantis. Atlantis could probably argue for a seat on the Security council - there are already talks of enlarging the P5, so it could gain support from other nations who want to see the UNSC updated. Then you have other nations to consider too. Diplomacy and war do not exist in a vacuum.

Atlantis had been involved in several conflicts with the US, mostly instigated by people with personal grudges against Aquaman. Arthur had repeatedly made decisions which favoured the Surface world over Atlantis. Given that he was supposed to be the King of Atlantis, this understandably pissed a lot of people off.

The Atlantis Council of Elders eventually decided that Arthur was not serving the people of Atlantis and basically passed a parliament act that passed kingship to Corum Rath, a hardline isolationist who is very much a Atlantis first fellow, who's philosophy is basically to ignore the surface world and if they come after us, hit them with Magical Nukes. He also probably has another agenda.

Following the vote, Arthur tried to overrule it but he'd basically been impeached and was forced to flee. Murk, Captain of the royal Guard, managed to stab him, then let him fall into the depths. Some people are still loyal to him, but most Atlanteans resent him and see him as a pawn of the surface world.

Well, he was mostly a digital artist before Top Cow. Even though he had a few creator owned comicbooks under his belt it wasn't the traditional sketch, ink and colouring. One reason he got the job is by promising content in shorter time and doing the work of a traditional three man team which all translated to less salary spending for Top Cow.

He still tends to get a little bit of sloppy with the polish and minor details as when he started.

A lot of stuff. Writers keep adding to it. Magic sunk it. Areon Lord of Atlantis sank it. A wizard sank it to protect it from it's enemies. It sank in a storm. It sank because they were wicked and someone wanted to punish them. The king and queen sank it to hide it from monsters. The king and queen used their magic unwisely and magic decided to balance the scales and sink it. etc etc.
At this point DC should stop letting writers retell "X sunk Atlantis" and start making them tell olden days stories about people raising a sunken Atlantis.

I haven't been reading aqua man but this is damn good.

The problem i always had with places like atlantis or wakanda in comics is they never really feel like cities so the political drama doesn't feel like it has any stakes but this one issue already builds a complex atlantis that I want to know more about instead of just a room of people who the kind interacts with.

I think Atlantis would have a fairly significant advantage. US has very few ways of attacking Atlantis itself. The city is at the bottom of the Atlantic so its not like the Army, Marines and Air Force can do jack shit on the offensive. IRL the Navy has nothing that can go that deep - munitions aren't designed to hit the seabed that deep because we've never had a need to develop and roll out weapons that can hit that deep. Submarines can't even go that deep. DC USA has more striking ability but still most of its resources would be limited to defence of the shore, and there is nothing they can do against a major tsunami. IRL, I've spoken to a few naval officers who say they are going to need a lot of resources to raise their current facilities to slightly higher ground, because sea level rise means that many are in danger from a tidal surge if projections are correct.

Atlantis is a huge threat to the USA, both militarily but also because it upsets the current world order, which is a stable uni-pole. Atlantis stepping into the world stage shifts it to unstable bi-pole, two major Superpowers. I could see Atlantis making deals with the EU on environmental issues. And there would be a huge interest in working with Atlantis to trade for seabed resources. Thats not to mention the sticky diplomatic issue of what Atlantis actually claims as sovereign territories. All of our international laws are based upon claiming land, not sea. You "own" the sea next to you land, not the sea itself. Atlantis claims the oceans. But what bits? everywhere up to the shoreline? Everywhere up to 200 miles from shore? How deep? What about fishing rights? Oil rights? Can Spain keep using its trawlers? What about the BP oil spill? Are ships crossing the Atlantic crossing international waters or Atlantean waters?

It would be fascinating for me to see how they were resolved.

Yeah the environmental issues would likely be a huge point of contention between Atlantis and the Surface. Its not just America that would be the pissing them off, its nations like India and China too.
The emergence of Atlantis would have a bigger effect upon the world than that of Superman. Superman raises deep philosophical and legal issues, but Atlantis upsets the entire world balance. They are a military power equal to or greater than the USA, hugely advanced and in terms of resources, the wealthiest nation on the planet, bar none. They could almost certainly claim a position on the P5 of the UNSC - IRL there are talks of expanding the p5 already, and Atlantis has a better claim than any nation currently being considered. Then you have nations looking to make trade deals, hoping to gain access to resources and Atlantean tech. Atlantis could probably secure a good trade deal with the EU (and post brexit UK). They would likely be a very aggressive supporter of environmental issues. A deal between Atlantis and BRICS (though not likely Russia) exchanging resources in return for more stringent environmental standards. Fishing rights would be big. If Atlantis strait up refused to let nations fish in their waters the impact would be serious. Not only the economic reproductions but a huge amount of food just strait up vanishes. Its not just the fish that vanish from the markets, but fish are often used as feed for other meats and as fertiliser. Could well spark armed conflict.

The general military seem to be basically identical to current IRL standards, so I think the effects would be marginal, given that Atlantis itself has some technology and magics of its own. I also didn't really include much speculation on the actions of metahumans, e.g. the League. As Atlantis is a sovereign nation the league would normally have too keep out of the conflict, but in practice they allow the USA/IRL nations far more leeway than the fictional ones.
