They are only superficially similar to the Joker, in that they get off on causing havoc and don't care who has to suffer for their amusement. Their goals and methods were super obvious once you take a step back and try to figure them out. Their behavior made some modicum of sense, and you understood why by the end of that episode.

Hotel Moscow has a lot going for it in terms of experience and resource, but its biggest weaknesses are pride and a lack of flexibility. They are very strong and are used to being able to throw their weight around, and subsequently take advantage of everyone else moving in reaction to them. It's one of the reasons they had trouble dealing with the twins, those two being such an unorthodox opponent, and why they had an easy time bringing the very traditional, highly organized Yakuza to heel for pretty much the opposite reason.

All that speaks very poorly for the prospect of Balalaika's crew being able to handle a conflict with the Joker. Yanking those particular threads are pretty much his whole character.

The Joker would be way, way worse in that regard than the twins. If she could pin him down or ambush him sure, they'll shred him. But better and more prepared groups have tried to do that and, for whatever reason, failed.
