Sonic the Hedgehog.

He has pretty much unlimited speed, at least in the sense that he is fully capable of exceeding lightspeed with ease to the point that light speed is "slow" to him. In terms of skill, Sonic is a free spirit who loves adventure and he "Gotta Go Fast". Thus, all of his skill as a speedster stems from running all the time 24/7 for the sake of running. And, what I mean is, that free spirited nature works perfectly with speed. While Barry is a more orderly and structured person, not to mention that he is naturally a slow and methodical individual.

Take away their powers, and Sonic will smoke Flash easily. Now add their powers on top of that, with the skills and stuff that they would develop as a result, and it's clear that Sonic is still the superior one, even though in a straight up foot race the two of them are tied.
