Was he a good vilian?

I really liked that episode where he zombified the entire population of Shugazoom City, it was genuinely creepy, so, yeah.

I'd say so. Though I haven't rewatched the show, he always came off as properly ruthless and quite focused on his tasks- he didn't waste time when it came to getting what he wanted done or getting rid of underlings he didn't like.

I also thought his origin was interesting, as well as how, up until the finale he was always bound to either the Citadel of Bone or the worm.
