The issue with Cape in Japan is exposure. You can't expect Japanese school children to read untranslated comics. This meant Japan's most popular Western hero is Spiderman, purely due to the licensed live action Spiderman TV show with a giant robot was released almost 40 years ago.

It is hard for Japanese people to love Wolverine since they barely know him. There was that one cartoon with the X-men TV series, but overall Cape of both DC and Marvel are under-exposed there. That is why there is now Marvel anime aimed at children. it is an untapped market.
