His reaction seems a lot like how people reacted to OG Wally when they first saw him, in Rebirth. So I'm guessing he saw and kinda recognized someone or something he had forgotten about. I'm hoping it's Bart or Conner, but that wouldn't make sense unless their New 52 versions are now just completely retconned out of existence and Tim's never met them during New 52 now.
