It's easier to set him up as "asshole TV anchor" than "asshole TV anchor has a split-personality that turns him into a superpowered anti-hero". He shows up because he's an easy namedrop in any setting, just have a bunch of talking heads on a news channel and you can make one Jack Ryder. Same reason Vicki Vale has way more cameo appearances than her actual role as news reporter/journalist who is dating Batman.

Maybe in the Arkham universe Jack is not really able transform at will and is a bit like the Bronze age version and thinks Creeper is a different person.
That mission itself felt pretty tacked on though. It could very easily been extended to include some Creeper shenanigans for Batman to deal with.
