It's easier to set him up as "asshole TV anchor" than "asshole TV anchor has a split-personality that turns him into a superpowered anti-hero". He shows up because he's an easy namedrop in any setting, just have a bunch of talking heads on a news channel and you can make one Jack Ryder. That mission itself felt pretty tacked on though. It could very easily been extended to include some Creeper shenanigans for Batman to deal with.
