Imagine a character who has no existing background due to being retroactively made to exist in another world. He remembers this, but it almost never gets brought up or even thought about by the characters. The main drive that made him a superhero isn't needed any more, the person he was avenging being very much alive. He may want to help people, but it isn't as big a personal thing for him any more.

Does it matter what color this character's skin is, or is it just a badly-written, under-utilized character that deserves more?

I can believe it. It's either whites are Uncle Tom wannabe whites. Miles is a harmless character. He's not Riri.
