The head is generally what you're gonna look at, so making it big just puts more focus on it.
Big heads, big eyes, they just make things more readable to the person looking at them.

It's mostly pulled off by making the body twice the length of the head / emphasizing parts of the body to make the head seem less out of place (bigger hands / feet).

Character designing is stupid, I don't know why I love it so much.
