They outsourced the animation to a completely different studio, going so far as to have that studio produce and distribute the film outside of the Disney banner.

It wasn't Disney, but instead Dreamworks, and it was in the early 90s. Dreamworks at the time was aiming for slightly more serious animated films, after coming off the heels of the 1980s which had been darker and a bit more grim. Dreamworks had already done The Prince of Egypt which was not a kid film, despite not being overly adult in its content.
The 90s was also much more permissive of jokes and innuendo, especially from a studio that had close ties to Warner Brothers.
