I read it once but it wasn't that good so I probably misremember some stuff.

What I do remember was they had a team following/intercepting the cloud in order to evacuate mutants, they couldn't get rid of it for some contrived writers reason beyond not caring about it (literally made no sense but once Alchemy died everyone else seemed incapable whether they wanted it gone or not) and Magneto attacked them. Secondly the RIV consistently failed to keep ahead of the Terrigen cloud and evacuate mutants before they got exposed. The RIV had multiple missions, evacuate and cleanup of inhumans afterwards. Did it fail sometimes, yes, but not intentionally.

The Inhuman king unleashed mutagenic clouds upon the entire world in order to increase Inhuman numbers.

The cloud had an unintended side effect of sterilization and death in mutants. It was basically a roving gas chamber that was singling out mutants.

Mutants tried to destroy the cloud because it was killing them, the Inhumans attacked them to stop them because the cloud was made of Terrigen and was sacred to Inhumans. Cyclops managed to destroy one cloud and so the king of the Inhumans killed him in retaliation.

The remaining options would be to abandon the planet or destroy the cloud. So the mutants attacked the Inhumans so that they wouldn't stop them from destroying the cloud. This was before the Inhumans found out that all mutants were about to die

They were trying to force Beast to find a cure and they were sometimes evacuating mutants from the path of the cloud.

But they had their own priorities like initiating new Inhumans who emerged after the cloud passed. So instead of having two teams following the cloud, one to save mutants and one to recruit new inhumans, they had one group doing both, as well as doing other random shit around the world. This led to them constantly failing to save mutants from dying.
