They never really stated that, but it was clear they were trying to capitalize on its coattails and if you watch some developer talk, they hype it up as a huge game with tons of gameplay that'll please the fans immensely.

this game was absolute garbage
it didn't have music, it lacks any kind of rematch option (takes you straight back to the main menu after a game), stages all have their own problems, projectiles are insanely powerful (no type of perfect shielding exists) and of the characters with projectiles, Dexter stands over the rest of the cast with an instant teleport with no recovery. It's a fun game to play for one day, until you figure out that Dexter is the only character worth using, and even characters that seem decent like Aku and Grim can't stand up to Dexter.

This game could be better if someone were to take the models and assets and mod them into project m/smash 4
