When you put it that way it's not much contest, is it? They're both pretty chill, laid back guys, so it's not a matter of temperament. And when push comes to shove Baloo has claws and teeth and Launchpad doesn't. Launchpad literally has no teeth. Baloo takes this in an ugly, bloody brawl.

Launchpad isn't coordinated enough to hit Ballou, but Ballou would probably never go for the kill.

Baloo is actually a good pilot. Launchpad just gets lucky.

Launchpad is a competent transport pilot and actually very versatile. He can fly nearly anything that'll get airborne. As far as a actual dog fighter? He's easily distracted, and his biggest strength is his ability to make a heavily damaged aircraft perform an entirely survivable landing. A fine skill, but not a relevant one.

Baloo is involved in airborne combat on the regular. Actual, live ammunition, aerial combat. At least with the air pirates, he's shown to be able to engage multiple bogies with an unarmed transport craft and down them with regularity. By that measure alone, Baloo is a textbook combat ace, having downed more than five enemy aircraft. With an unarmed transport plane, solely using the terrain to down his opponents. Putting Baloo in a single engine fighter might put him near on the level as the Swat Kats.

It's completely unarmed. Its usual way to down other planes is to outfly them and trick them into crashing themselves. Which, considering Launchpad, is no real accomplishment.

On the other hand, the Thunderquack has been shown to be armed with missiles at least once. Neither show was a series in which the protagonists were allowed to fire real guns at anyone, though, so all they used it for there was blowing a hole in a wall.
