He was his rival back in the beggining of the series. They were both jerks to each other and would compete a lot, usually with Dinkleberg winning.
Over time they just decided to change him into a perfect neighboor and make Timmy's dad hate him for no reason.

Timmy was an accident and ruined his parents' lives.

Dinkleberg was the one that gave Timmys dad the condom the night of new years eve that led to Tummy being born. It had weakened from being in his wallet and for some reason everyone in the 90s was too dumb to realize this and continued to carry them in their wallets anyway.
