A portion of humans have latent Inhuman genes because they are descendents of a race of humans that were experimented to become weapons by the celestials back when they seeded life on Earth. The potential value of the rights is worth a lot. The issue is that Marvel fucked up was that they didn't buy back all their rights before starting their cinematic universe and then showing everyone how much money a cinematic universe can make.

The X-Men are a cinematic universe in itself. With a cast big enough that if they establish it properly can have solo movies. The Fantastic Four can't do it as easily because their strength is their rogue gallery more than themselves.
