For an entity made of pure evil taking over the world, it really could have been worse. He could have ended all life or something, but instead he just became a corrupt dictator. Life wasn't easy for everyone, but people made do.

Nah, if his plan is to maximize potential EEEEVIIIL then he wouldn't want to kill all life since that would be a one time evil payoff. He wants a steady source of pain and suffering for all eternity.

But Aku HAS been extinguishing as many lives as possible, he only leaves just enough livestock to live in fear of him for another day at a time. It's been strongly implied throughout the show that he conquers most foreign races through planetary raids and/or incomplete genocides, and merely spares the precious few remaining survivors of his blights only for them to endure unhappily ever after when they eventually come to seek refuge on Earth (which seems to be the only planet under his rule that's not constantly getting the full wrath of Aku, being the eye of the storm and all). He's either busy with that, or he just opens the floodgates for endless other rapefugees to help themselves to the benevolent civilizations that have managed to get by on their own, like the Chritchellites did with the Woolies.

He's pretty much shot to achieve the evilest endeavors possible and succeeded. I'm sure under the full weight of his rule, total annihilation would actually be a kindness.
