say what you want about gmod videos, you can't argue that tf2 perfected it

I mean outside of ultimates, you die at similar speeds for similar character types (in either game though, at high levels you die quickly if you're open quickly), although the power-curve in ow is higher (including that of tanks and healers), but during ultimates in OW, you're at incredible risk, and if you're playing a low hp flanker, it was probably faster, but OW seems to actively gut its sniper characters, but rein and winston are just disturbingly viable
OW has also had some hilarious tuning issues like beta winston or ana
the move speed to regular fire dps ratio in OW is just really low in general compared to most FPSs, but probably still faster than tf2
unless you meant the pace of acquiring map objectives, OW maps are hilariously slow by that standard, it also doesn't help that the OW metagame revolves around pooling ultimates and blowing all of them at once (probably the worst part of the game, it's honestly more fun in casual than it is in ranked, and I'm only diamond)

It certainly doesn't have the same atmosphere though. No 16 v 16 pub games where you get to know all the regulars on a server. Hell, even TF2 destroyed their friendly community thanks to matchmaking. Thanks a lot for that thing no one needed or asked for, Valve.
