It makes sense if you've been reading his comic with Steve giving him a second opportunity, helping him in one of his most desperate times, believing him when no one else did, making him an Avenger, etc...

Plus Wade is crazy and his reasoning is not of a normal person and he's also a very different character from how he was written then (even Kelly writes him differently nowadays).

Wade has a habit of standing by people he admires even if they end up treating him like shit and has always been in a pretty grey and confusing area moral-wise. Cable manipulated him half the time and Peter only just started not being a dick to him because of their crossover. Regardless, he still admired the shit out of the both of them. Because of cosmic cube shenanigans, Cap's past was changed by Red Skull so that he's always been Hydra undercover. It backfired for Skull tho, because Steve's morals remained more or less the same, just with a different allegiance. So, Skull is dead, Cap is head of Hydra.

Hydra uses a long and convoluted plan to take over, and yeah, now there's a resistance because there always is. They're trying to find the cosmic cube pieces to put things back in order, but Hydra is looking for them too.

Also inside Steve's head, there's a little Steve trying to find his way back.
