They really shit the bed with Bane on the animated series. He was like a big bad ultimate evil character in the comic, who took over all of Gotham and all the crime, running Batman through a gauntlet. But instead they made him a hired goon.

Because BTAS was largely doing one and done episodes. If you wanted him to be a scheming mastermind villain you'd need multiple episodes to set it up. Far easier to just focus on his physical presence.

It wasn't about episode length etc. He was never portrayed like he was in the comic. In the cartoon he's always shown as more like a goon and the same goes for other Batman media mostly. Only Dark Knight Rises came close to accurate.
