I'd understand if they were an after thought, or they're trying to add more content to a dying game to keep the fans entertained, but the damn game hasn't even been released yet. Same with Injustice 2.

My reasoning is that they wanted to get the game out. They could've sat on it longer and the initial roster likely would've been larger, but who knows.
Every game has DLC these days, so it isn't that big a deal especially with how optional additional fighters are.
