Here is Odin referring to Odin in his Stormbreaker form as Beta Ray Thor while he's standing right next to Thor. Bill is his normal form while Thor is his powered form. Just like Jane's name is Jane in her normal form but Thor in her powered form.

It is very much a title, it's just that it's both a title AND Thor's actual name. There's plenty of reasons to not like Jane's stint as Thor, but the "T-T-Thor isn't a title!!!" complaint isn't one of them.
