There is not a single character in all of cape comics to have more plot armor than Frank. Crossover ends with Frank becoming convinced that the city is unsalvageable and everyone within is scum and therefore setting off some sort of mega nuke that levels the entire hive and possibly cracks the planet like an egg.

He get's to mega city one and block by block cleans house for a week or two. Judges take notice, first few encounters Frank manages to avoid or slip away. Eventually they send out Dredd and a Task Force they fall for some explosive but non lethal traps but eventually Dredd runs him down. He surrenders, they toss his ass in the cube. Crime steadily starts to rise again, Franks cell door opens and there stands Hershey with a offer. Frank gets a new title as some kind of one man SWAT team Judge under direct order of the council. Crime rates steadily begin to drop across Mega City One.

The thing is, Dredd's quite impressed. It's a little late for Frank to start training as a Judge, but they take him on, as a Provisional Candidate.

The problem with "Frank becomes a judge" to me is that judges are still bound by law. There have been and continue to be examples of people cheating the system and making themselves untouchable or putting themselves out of Justice Dept's reach, even if just temporarily, and that's just not Frank's style. At best, he could be made into an holocaust squad judge or a space marine, any kind of position that acts beyond the ken of law, but Frank as a street judge? He'd last two days before SJS is on his ass like white on synthi-rice.
