I can't stop thinking about Clance. Zarkon probably raised Lotor the Spartan way, making him fight and having him train amongst Galra who wouldn't give him any special treatment because of who his father was. Hell, I wouldn't even be surprised if he intentionally had him trained amongst Galra who had it in for Zarkon and/or his impure son. He almost certainly grew up friendless.

Keith, similarly, grew up as an orphan after his dad passed away and had no friends save Shiro when he was in the Galaxy Garrison. He always felt like he didn't belong and probably got into a few fights along the way too.

While Lotor may not know a lot about Keith's past, he knows someone who's been along when he sees one and knows that Keith is part Galra. He'll offer him a place where he can belong--a family. The only problem is, Keith has already found a family in Team Voltron, who accept him and don't care about him being a hybrid. So he rejects his offer, and Lotor is royally pissed off.
