Actually it's the opposite. The clothes are what give everyone their amplified powers. While Senketsu and Junketsu both got "skimpier" they never actually lost cloth, just a change of mass. Senketsu himself gains mass/power/clothing by absorbing the threads from defeated uniforms, albeit very slowly.

most capes in general get put in a difficult situation without their costume. Non capes it's a toss up. Many action stories follow the action hero trope, but a slew of them are mythological figures of aome sort or another which generally is a thematic move from the human to the divine, the divine being more powerful inherently.
There are a ton of heroes in stories that aren't ever fighting which means they tend to get weaker unless theyre extremely good at sex.
